enterprises specified in this section, whichever date
first occurs, a building permit shall not be issued in
St. Mary's County, by the Board of County Commissioners
of St. Mary's County or any agency or instrumentality
thereof, to a person, firm, or corporation, for the
construction, reconstruction, renovation, or repair of
any premises, building, facility, or place ordinarily
known, characterized, and described as intended or being
for an industrial, heavy industrial, heavy manufacturing,
or heavy factory enterprise or use.
(b) For one year following the effective date of
these §§ 9.02 and 9.03, or until St. Mary's County has
made effective a comprehensive zoning ordinance and plan
covering and applying to the enterprises specified to in
[section] SUBSECTION (a), a person, firm, or corporation
shall not cause to be erected or constructed in St.
Mary's County, any structure, building, manufacturing
facility, or processing facility, or any foundation or
footing for one of the same, designed or which may be
used for any heavy industrial use. nothing in these §§
9.02 and 9.03 authorizes or requires that any such heavy
industrial use be a permitted use in St. Mary's County.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
