LAWS OF MARYLAND

[Ch. 40

7-704.

(a) The governing body of any publicly owned
airport in the State of Maryland shall have the power
after holding a public hearing to adopt, amend and
enforce rules and regulations relating to the parking of
motor vehicles, the movement of traffic, safety at the
airport, and the preservation of order with respect to
the airport. Any person who violates any rale or
regulation adopted pursuant to the provisions of this
section shall be deemed guilty of a misdemeanor, and upon
conviction thereof in a court of the jurisdiction in[,]
which the airport is located, shall be fined not wore
than one hundred dollars ($100.00) , or imprisoned not
more than three (3) months, or both; but in no event
shall any person who violates a parking regulation
adopted pursuant to the provisions of this section be
subjected to a penalty other than a fine not exceeding
$15.00; and provided further that all the rules and
regulations shall be first conspicuously posted in a
public place on the premises.

7-705.

(d) (1) All airport operators [of] OR the
intended operators of proposed airports, shall assess the
noise environment created by the operation of their
airports, including projections of future usage.

(2) The assessment method shall follow
procedures established by the Administrator for
calculation or measurement of cumulative noise exposure
values.

(f) The Administrator may assist in the
development and implementation of plans required under
this [subsection] SECTION. Assistance may include, but
not be limited to, technical and financial aid.

8-801.

(h) In case it should be judicially determined
that any word, phrase, clause, item, sentence, paragraph
or (section] SUBSECTION of this section, or its
application to any person or circumstances, is invalid,
the remaining provisions and the application of these
provisions to other persons or circumstances shall not be
affected, it being declared that such remaining
provisions of this section without the word, phrase,
clause, item, sentence, paragraph or [section]
SUBSECTION, or the application thereof, so held invalid,
would have been enacted.

This section shall not apply to or be applicable in
