(f) A Municipality or county having power to
appropriate money may annually appropriate and cause to
be raised by taxation in the municipality or county, a
sua sufficient to carry out the provisions of this
[subtitle.] TITLE.
7-702.
(d) No political subdivision in this State,
whether acting alone or jointly with another political
subdivision or with the State, shall submit a project
application under the provisions of the "Airport and
Airway Development Act of 1970," Public Law 91—258, or
any amendment thereof, or any other act of Congress
unless the project has been first approved by the
Secretary of Transportation of Maryland. No political
subdivision shall directly accept, receive, receipt for,
or disburse any funds granted by the United States under
the Airport and Airway Development Act, but it shall
designate the Administration as its agent and in its
behalf to accept, receive, receipt for and disburse such
funds. Such funds shall be exempt from the provisions of
Article 94A, § 11 of this Code. It shall enter into an
agreement with the Administration prescribing the terms
and conditions of the agency in accordance with federal
laws, rules and regulations and applicable laws of this
State. Provided, however, that nothing contained in this
paragraph shall be taken or construed to prevent any
municipality, which has an aviation commission or
authority in existence since 1949, engaging in the
building, constructing, operating or maintaining of any
airport or air navigation facility from applying for,
accepting, receiving, receipting for and disbursing any
funds granted by the United States under the Airport and
Airways Development Act, or other act of Congress, upon
teres and conditions as are or may be prescribed by laws
of the United States and any rules or regulations made
thereunder.

(h) (2) An appeal from the denial of a permit by
the Administration may be made to the Board of Airport
Zoning Appeals, established pursuant to § 21 of Article
[62] 62C, or its lawful successor, by any person
aggrieved by or any office, department, board, or bureau
of a political subdivision affected by the decision of
the Administration. The board or its successor is
authorized to grant variances for State—owned airports in
the manner prescribed in subsections (d) and (e) of §
8-803.
