COUNTY LOCAL LAWS
OF CANDIDACY AND ENDING ON the general OR SPECIAL
election day, a total amount, expended on behalf of a
candidate or in support of or in opposition to a
principle or proposition TO BE SUBMITTED TO THE
ELECTORATE, [an amount] equal to ten cents times the
total population, as determined by the latest
pronouncements of the United States Bureau of the Census
[or the State, District, or other area] FOR THE COUNTY OR
DISTRICT within which the election[, whether primary,
general, or special] is held. PROVIDED, HOWEVER, THAT
FOR THE PURPOSES OF CALCULATING EXPENDITURES AFTER THE
DATE FOR THE FILING OF CERTIFICATES OF CANDIDACY, IN THE
EVENT A CANDIDATE OR CANDIDATES AFFILIATE WITH A SLATE OR
TICKET, WHETHER BY FORMING A COMMITTEE FOR SUCH PURPOSE,
BY USE OF COMMON TREASURERS OR OTHERWISE, EACH CANDIDATE
FOR PUBLIC OR PARTY OFFICE WITHIN PRINCE GEORGE'S COUNTY
SO AFFILIATING SHALL BE DEEMED TO HAVE HAD EXPENDED ON
HIS OR HER BEHALF THAT PORTION OF TOTAL SLATE OR TICKET
EXPENDITURES AS IS ARRIVED AT BY DIVIDING THE NUMBER OF
CANDIDATES RUNNING FOR PUBLIC OR PARTY OFFICE WITHIN
PRINCE GEORGE'S COUNTY WHO HAVE AFFILIATED WITH SAID
SLATE OR TICKET INTO TOTAL SLATE OR TICKET EXPENDITURES.
PROVIDED FURTHER, THAT TRANSFERS OF FUNDS FROM A
CANDIDATE'S TREASURER OR THE TREASURER OF A COMMITTEE TO
A SLATE TREASURER OR SLATE COMMITTEE SHALL NEITHER BE
DEEMED AN EXPENDITURE OF FUNDS BY THE TRANSFEROR NOR THE
RECEIPT OF A CONTRIBUTION BY THE TRANSFEREE.
In any period of [thirty—eight] FORTY—THREE months
prior [to the period of five months prior] TO THE
ABOVE—MENTIONED [general election day of the single
election,] filing date, [the treasurer or subtreasurer or
combination thereof of] any PARTISAN ORGANIZATION,
political committee or committees or CANDIDATE AND/OR
CANDIDATES as defined herein, THROUGH THEIR TREASURER,
may not make or authorize any expenditure that will
result in exceeding, in this [thirty—eight] FORTY—THREE
month period, an amount equal to fifteen cents times the
total population, as determined by the latest
pronouncements of the United States Bureau of Census[, of
the State, District, or other area] FOR THE COUNTY OR
DISTRICT within which the election, whether primary,
general, or special is held.
SECTION 2. BE IT FURTHER ENACTED, That the County
Council hereby declares that an emergency exists
affecting public health, safety and welfare, said
emergency being the need for the bill to take effect as
early as possible prior to the oncoming election.
SECTION 3. BE IT FURTHER ENACTED, That this bill
shall take effect on the date it becomes law.
