($1,000.00), or by imprisonment in the County jail for a
period not exceeding thirty (30) days, or may be both
fined and imprisoned in the discretion of the court.
SECTION 2. BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF PRINCE GEORGE'S COUNTY, MARYLAND, That this is
an emergency act necessary for the health, safety, and
welfare of the citizens of Prince George's County,
Maryland, said emergency being the necessity for
regulation of the movement of sludge (the residue of
human waste) in and through Prince George's County.
SECTION 3. BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF PRINCE GEORGE'S COUNTY, MARYLAND, That this
Act shall take effect on the day it becomes law.

AN EMERGENCY ACT to amend Section 28-11 of Public
Local Laws of Prince George's County as adopted by
CB—29—1974 so as to correct the periods in which there
will be campaign spending limits so as to be in concert
with the beginning of an elected official's term in
office and the filing date for candidates for county
offices and to have said limits apply to candidates as
well as political committees.
SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
PRINCE GEORGE'S COUNTY, MARYLAND, That the title and
Section 28—11 of Public Local Laws of Prince George's
County as adopted by CB-29—1974 be amended so as to read
as follows:
Section 28—11. Expenditure by Treasurer or
Subtreasurer. Campaign Spending Limitation. [In any
single election, a treasurer or subtreasurer or
combination thereof of any] A PARTISAN ORGANIZATION
political committee OR CANDIDATE or [treasurer of] any
combination THEREOF [of political committees] THROUGH
THEIR RESPECTIVE OR COMBINED TREASURERS OR SUBTREASURERS
may not make or authorize [any] expenditures that will
result in exceeding, in the [five months prior to] PERIOD
BEGINNING ON THE LAST DATE FOR THE FILING OF CERTIFICATES
