SECTION 28-7. Limit of Contributions. It shall
be unlawful for any individual, association,
unincorporated association, corporation, or any other
entity, either directly or indirectly, to contribute any
money or thing of value greater than five hundred dollars
($500.00) to any candidate in any primary or general
election.

SECTION 28—8. Political Committee means any
combination of two or more persons appointed by a
candidate or candidates or any other person, or formed in
any other manner whose primary purpose is to assist or
attempt to assist in any manner the promotion of the
success or defeat of any candidate, political party,
election, or whose primary purpose is to contribute money
or thing of value to be used by, on behalf of, or at the
direction of any political party, party committee or any
person holding or seeking a public office, pertaining to
an election or intended to be used for an election or
other political purpose or to aid or promote the success
or defeat of any principle or proposition which has been
submitted to a vote at any election or is in the process
of being petitioned to referendum.

SECTION 28—9. Appointment of treasurer by
political committee; reports. If any committee,
including a political club, directly or indirectly,
expends fifty—one dollars ($51.00) or more in money or
thing of value to aid or oppose the nomination or
election of any candidate, or contributes money or thing
of value to be used by, on behalf of, or at the direction
of any political party, party committee, or any person
holding public office, pertaining to an election or
intended to be used for an election or other political
purpose or to aid or promote the success or defeat of any
principal or proposition which has been submitted to a
vote at any election or is in the process of being
petitioned to referendum, regardless of the purpose for
which the committee is formed, the treasurer of the
committee, or in the case of a political club, an officer
thereof, shall report on the form prescribed in Section
26—12 of Article 33, a statement of contributions and
expenditures to the treasurer appointed by the candidates
or public or party officeholder being so aided, or to the
public or party officeholder being so aided if he has no
treasurer, or to the treasurer of the State or local
party central committee or of the political committee,
which statement shall be included in, or attached to the
statement of contributions and expenditures reported by
the treasurer of the candidate. State or local party
central committee, or political committee, as provided in
Section 26-11 and 26-12 of Article 33. However, a
