PRINCE GEORGE'S COUNTY

WHEREAS, The Prince George's County Council wishes
to insure that abuses to the financing of election
campaigns be minimized as they relate to the offices of
County Councilmen and County Executive, and to limit the
amount spent in elections of same in Prince George's
County; and

WHEREAS, The Prince George's County Council believes
this can be accomplished by adopting additional
regulations supplementing Article 33 of the Annotated
Code of Maryland, 1972 Supplement, so as to make the
regulations more restrictive as they apply to the
elections of County Council and County Executive; and

WHEREAS, These additional, restrictive, regulations
enacted herein are compatible with the regulations of
Article 33 and in no way contrary to them; and

WHEREAS, By the enactment of these regulations, the
Prince George's County council is, in no way, attempting
to mandate duties or restrict the duties or prerogatives
of the Board of Supervisors of Elections for Prince
George's County.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL FOR
PRINCE GEORGE'S COUNTY, MARYLAND, That Section 28-5
through 28-12 be added to the Public Local Laws for
Prince George's County to read as follows:

"Fair Election Practices"

SECTION 28-5. State Law Supplemented. In

addition to the requirement of Article 33 of the
Annotated Code of Maryland, 1972 Supplement, the
following provisions shall apply to the Election of the
County Council and County Executive in Prince George's
County and any other county public or party official, or
to the promotion or defeat of any measure or matter
before the voters with respect to any amendment to the
Charter, or with respect to any law or measure adopted by
the Council and placed upon referendum in accordance with
the Charter.

SECTION 28—6. Campaign Contribution receipts.

Upon receipt of money or thing of value, and before
depositing any money, a "campaign contribution receipt",
in a form prescribed by the State Administrative Board of
Election laws, shall be issued by the treasurer or
subtreasurer to each person or treasurer of a committee
or group or organization of persons making a contribution
of money or thing of value or purchasing a ticket to any
dinner, testimonial, cocktail party, barbecue, crab feast
or similar function in any amount, to the candidate or
