COUNTY LOCAL LAWS
SECTION 6. A copy of the Prince George's County
Code, 1972 Edition, shall be on file in the Office of the
Clerk of the Council and shall be made available to
persons desiring to examine the same.
SECTION 7. It is the intention of the County
Council that the sections, paragraphs, sentences, clauses
or phrases of this Code are severable, and if any phrase,
clause, sentence, paragraph or section of this Code shall
be declared unconstitutional or invalid by the valid
judgment or decree of a court of competent jurisdiction,
such unconstitutionality or invalidity shall not affect
any of the remaining phrases, clauses, sentences,
paragraphs and sections of the Code.
SECTION 8. This Act shall take effect forty-five
(45) calendar days after it becomes law or on the date of
delivery of the printed volumes to Prince George's County
and no later than July 1, 1974.

AN EMERGENCY ACT to add Section 28-5 through 28-12
to the Public Local Laws of Prince George's County
entitle "Elections-, subtitle "Fair Campaign Practices"
so as to make more restrictive the regulations of Section
26 and other sections of Article 33 of the Annotated Code
as they apply to the election of County Council and
County Executive in Prince George's County and to provide
for the depositing of campaign contribution receipts for
any contribution, money or thing of value or purchase of
a ticket to a function in any amount; that it shall be
unlawful for an entity or person, directly or indirectly,
to contribute any money or thing of value greater than
five hundred dollars ($500.00) to any candidate in any
primary or general elections; that certain combination of
persons be defined by the term political committee and to
provide, generally, for definition of certain terms
relating to elections; that political committees shall
file certain reports by July 1 of each year and other
times; for certain campaign spending limits on campaigns,
a period five months prior to a general election, and on
related political activity, a period of thirty—eight
months prior to the aforementioned five—month period; and
to provide for sanctions for the violations of any
provisions contained herein.
