compensation to that person pending full compliance with
the terms of the injunction; to provide for the adoption
of Chapter 20A within incorporated municipalities in the
County at the election of those municipalities; and to
authorize the County Executive to adopt rules and
regulations for the implementation of this Chapter.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that -

Sec. 1. There is hereby added to the Montgomery
County Code 1972 a new Chapter 20A, title "Financial
Disclosure", to follow immediately after Chapter 20
thereof and to read as follows:

CHAPTER 20A FINANCIAL DISCLOSURE

20A-1 DECLARATION OF PURPOSE.

THE GENERAL ASSEMBLY OF MARYLAND, RECOGNIZING THAT
OUR SYSTEM OF REPRESENTATIVE GOVERNMENT IS DEPENDENT IN
PART UPON THE PEOPLE MAINTAINING THE HIGHEST TRUST IN
THEIR PUBLIC OFFICERS, FOUND AND DECLARED, IN THE
ENACTMENT OF CHAPTER 3 OF THE 1973 ACTS OF THE GENERAL
ASSEMBLY, THAT THE PEOPLE HAVE A RIGHT TO BE ASSURED THAT
THE FINANCIAL INTERESTS OF HOLDERS OF AND CANDIDATES FOR
PUBLIC OFFICE PRESENT NO CONFLICT WITH THE PUBLIC TRUST.
THE GENERAL ASSEMBLY FURTHER PROVIDED, AMONG OTHER
THINGS, IN CHAPTER 3 OF THE 1973 ACTS OF THE GENERAL
ASSEMBLY THAT EACH COUNTY OF THE STATE IS DIRECTED TO
ENACT PUBLIC FINANCIAL DISCLOSURE REQUIREMENTS WITH
RESPECT TO LOCAL OFFICIALS IN THEIR RESPECTIVE
JURISDICTIONS, INCLUDING CANDIDATES FOR ELECTION TO
PUBLIC OFFICES, OF WHICH THE STANDARDS AND REQUIREMENTS
OF DISCLOSURE MUST BE SUBSTANTIALLY THE SAKE AS THOSE
REQUIRED FOP STATE OFFICIALS AND CANDIDATES. THE COUNTY
COUNCIL FOR MONTGOMERY COUNTY ENDORSES FULLY THE CONCEPT
OF FINANCIAL DISCLOSURE BY PUBLIC OFFICIALS. IT ALSO
URGES THE MARYLAND-NATIONAL CAPITAL PARK AND PLANNING
COMMISSION, THE WASHINGTON SUBURBAN SANITARY COMMISSION,
AND THE WASHINGTON SUBURBAN TRANSIT COMMISSION TO ADOPT
FOR THEIR EMPLOYEES SIMILAR DISCLOSURE PROVISIONS TO
THOSE CONTAINED IN THIS CHAPTER. IT IS, THEREFORE, THE
PURPOSE OF THIS ACT TO IMPLEMENT AT THE LOCAL LEVEL THE
PROVISIONS OF CHAPTER 3 OF THE 1973 ACTS OF THE GENERAL
ASSEMBLY AND TO PROMOTE THE CONTINUED TRUST AND
CONFIDENCE OF THE CITIZENS OF MONTGOMERY COUNTY IN THE
INTEGRITY OF THEIR PUBLIC OFFICERS.

20A-2 DEFINITIONS.
