Act or any part thereof is inapplicable and had been
specifically exempted therefrom.
Sec. 3. Effective date.
The County Council hereby declares that an emergency
exists and that this legislation is necessary for the
immediate protection of the public health and safety.
Therefore, this emergency legislation shall take effect
on the date on which it becomes law.

AN ACT to add a new Chapter 20A, title "Financial
Disclosure", to the Montgomery County Code 197 2, to
promote the trust and confidence of the citizens of
Montgomery County in the integrity of County government
by requiring the filing of statements disclosing
financial interests of certain designated elected and
appointed officials and candidates for certain offices in
the county; to define the terms used in this Chapter; to
enumerate persons holding office and candidates for
office in the Executive and Legislative branches and in
other instrumentalities of County government, the Board
of Education, the Community College, the
Maryland—National Capital Park and Planning Commission,
the Washington Suburban Sanitary Commission and the
Washington Suburban Transit Commission who are required
to file the statements provided for in this Chapter; to
specify the content of the financial disclosure
statements required to be filed; to establish a procedure
for the filing of such statements and for the public
review and inspection thereof; to establish procedures
for the filing and review of nonpublic financial
disclosure statements by certain employees; to define the
duties and responsibilities of the Chief Administrative
Officer, the County Attorney and the Ethics Commission
with respect to the provisions of this Chapter; to
provide for a method of enforcement of the provisions of
this Chapter by the County Attorney through appropriate
injunctive relief in the courts; to provide for
disciplinary action under appropriate personnel
regulation for certain violations of this Chapter; to
require the County Director of Finance or other
appropriate payroll disbursing officers, upon issuance of
a mandatory injunction against any person in violation of
this Chapter, to suspend payment of any salary or other
