(c) Adjustment of rates. The County Council may
adjust such rates as it deems necessary in the public
interest after public notice and hearing.
Sec. 2. Emergency legislation.
The Council hereby finds that the enactment of this
legislation is necessary for the immediate protection of
the public health or safety and hereby declares this
enactment of emergency legislation to take effect on the
date on which it becomes law.

AN ACT to amend Section 53—27 of Chapter 53, titled
"Taxicabs and Limousines," of the Montgomery County Code
1972, to provide for regulations governing fares for
group riding based upon the distance travelled by each
hirer of the taxicab.
BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that
Sec. 1. Section 53—27, title "Group riding," of
Chapter 53, title "Taxicabs and Limousines," of the
Montgomery County Code 1972 is hereby amended to read as
follows:
53.27 Group riding.
(a) A taxicab may be used to serve jointly
passengers who have not previously notified the operator
or dispatcher of their intention to travel together and
whose trips either originate or terminate at different
locations.
(b) A taxicab operator may accept as additional
passengers those persons who flag or signal him along the
public right—of—way, provided the proposed route of
travel for such additional passenger does not increase
the fare for those passengers already occupying the
taxicab. This section does not authorize solicitation of
passengers en route to the destination of the person or
party occupying the taxicab. No person seeking taxicab
service shall be refused the same in order that the
driver may try to effect more profitable grouping.
