conciliation of such complaints, and if warranted, to
hold hearings and make recommendations on such
complaints. To issue summonses and subpoenas to compel
the attendance of all witnesses it deems necessary and
the production of relevant documents, books, papers,
records and other evidence at any hearing held pursuant
to this subparagraph. Every commission panel shall have
summons and subpoena powers to the same extent as the
commission in matters under such panel's jurisdiction.
The executive secretary shall have subpoena power to the
same extent as the commission and the commission panels
to require the production of relevant documents, papers,
books, records or other evidence relating to any matter
under investigation or in question by the commission or
its staff. The failure to comply with a summons or
subpoena issued pursuant to this subparagraph shall
constitute a violation of this subparagraph and may be
enforced in accordance with Section 27-20. Neither the
commission as a whole, nor any of its members not serving
on a panel, shall engage in any of the functions or
jurisdictions assigned to a commission panel or the
executive secretary.

Sec. 2. Effective date.

This Act shall take effect on the 76th day following
the date on which it becomes law.

Chapter 37

Bill No. 74-73

AN ACT to repeal and re-enact, with amendments,
Section 53-19, title "Schedule of Fare Bates", of Chapter
53, title "Taxicabs and Limousines", of the Montgomery
County Code 1972, as amended, to increase the taxicab
fare within Montgomery County from $.60 for the first 3/5
of a mile to $.60 for the first 1/2 mile, from $.10 for
each additional one-fifth mile to $.10 for each
additional one-sixth mile, from $4.80 per hour to $6.00
per hour waiting time, and from $.25 for each passenger
above one in the taxicab to $.50 for each passenger above
one except those described in Sec. 53-27(a); and to
specify charges for each suitcase above one per passenger
and for each grocery bag or other comparable parcel in
excess of two per passenger.

BE IT ENACTED BY THE COUNTY COUNCIL FOP MONTGOMERY
