Sec. 4. Effective date.
This Act shall take effect on the 76th day following
the date on which it becomes law.

AN ACT to amend Article I, title "Commission on
Human Relations", of Chapter 27, title "Human Relations
and Civil Liberties", of the Montgomery County Code 1972,
by repealing and re-enacting, with amendments,
subparagraph (6) of subsection (a) of Section 27—6, title
"Duties generally", to provide the Commission on Human
Relations with the authority and power to issue summonses
and subpoenas to compel the attendance of witnesses and
the production of relevant documents, papers, books,
records or other evidence at any hearing held pursuant to
subparagraph (6); to provide every Commission Panel with
the authority and power to issue summonses and subpoenas
to the same extent as the Commission in matters under
such Panel's jurisdiction; to provide the Executive
Secretary with the authority and power to issue subpoenas
to require the production of relevant documents, papers,
books, records or other evidence relating to any matter
under investigation or in question by the Commission or
its staff; and to provide for other matters generally
relating thereto, including enforcement of these
provisions,
BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that
Sec. 1. Subparagraph (6) of subsection (a) of
Section 27—6 of Article I, title "Commission on Human
Relations", of Chapter 27, title, "Human Relations and
Civil Liberties", of the Montgomery County Code 1972, be
and the same is hereby repealed and re—enacted, with
amendments, to read as follows:
27—6. Duties generally.
(a) (6) To initiate or receive complaints of
discrimination, prejudice, intolerance and bigotry from
any person or group because of race, color, sex,
religious creed, ancestry or national origin which
deprives that person or group of equal rights, protection
