COUNTY LOCAL LAWS

Section 18.104 — Water and Sewer Connections

(A)    The Director of Public Works shall provide for
each and every property abutting upon a street or
right-of-way in which a water main or sewer main is laid,
a water service pipe and/or meter or sewer connection
which shall be extended as required from the water main
or sewer main to the property line of the abutting lot;
said service pipe or connection with the sewer main shall
be constructed by the Department of Public Works but
subject to a reasonable charge for said connection as
provided elsewhere in this Code, which charge will be
paid by all property owners at the Office of Finance
before the actual connection with any pipe on private
property is made.

(B)    When any water or sewer installation is
declared by the Director of Public Works complete and
ready for the delivery of water or reception of sewage,
every abutting property owner, after due notice by the
County Health Department, if it shall determine that the
existing water or sewerage system is a potential threat
to health, shall make a connection of all spigots,
hydrants, toilets and sewage waste drains with said water
mains or sewer within the time prescribed by the Health
Department.

1. PROCEDURE UPON FAILURE OF OWNER TO
COMPLY WITH NOTICE; ASSESSMENT OF COSTS WHEN COUNTY
PERFORMS WORK.

SHOULD ANY OWNER OF ANY SUCH PROPERTY REFUSE,
NEGLECT OR FAIL TO COMPLY WITH ANY OF THE TERMS OR
REQUIREMENTS OF THE NOTICE PROVIDED FOR IN SECTION 12.111
OF THIS CODE WITHIN THE TIME THEREIN STATED, THEN UPON
THE EXPIRATION OF THE TIME LIMITED IN SUCH NOTICE THE
COUNTY IS HEREBY EMPOWERED AND DIRECTED TO MAKE THE
NECESSARY CONNECTION AND DO THE OTHER WORK REQUIRED, BY
THE NOTICE, TO BE DONE IN AND UPON SUCH PROPERTY, AND TO
PERFORM ALL THE WORK REQUIRED OF THE OWNER OF SUCH
PROPERTY AND SUPPLY ALL THE MATERIALS NEEDED THEREFOR,
AND KEEP AN ACCURATE ACCOUNT OF THE COST OF SUCH
MATERIALS AND WORK UPON EACH OF SUCH PROPERTIES
SEPARATELY AND, UPON THE COMPLETION OF THE WORK, STATE IN
WRITING AS TO EACH PROPERTY SEPARATELY THAT THE
CONNECTIONS HAVE BEEN MADE AND THE WORK DONE, AND THE
COST OF THE LABOR AND MATERIALS REQUIRED IN DOING THE
SAME, WITH A DESCRIPTION OF THE PROPERTY SO THAT THE SAME
MAY BE IDENTIFIED, AND THEREUPON SHALL NOTIFY THE OWNER
OF SUCH PROPERTY BY NOTICE SIMILAR TO THAT REQUIRED WHEN
AN ASSESSMENT OF PROPERTY IS TO BE RAISED, OF THE AMOUNT
OF THE TOTAL EXPENSE SO INCURRED, AND, IN SUCH NOTICE,
APPOINT A DAY FOR SUCH OWNER TO APPEAR BEFORE [[THEM]]
DIRECTOR OF FINANCE AND SHOW CAUSE IF ANY EXISTS WHY THE
