COUNTY LOCAL LAWS

(b)     The foregoing provision shall not in any
manner be construed to repeal any provisions of existing
law relating to the Dog License Commission or Dog
Wardens.

(c)     The Humane Society and its agents or
employees, shall be immune from prosecution for trespass
arising from the performance of the foregoing authorized
acts.

SECTION 2. AND BE IT FURTHER ENACTED, that this Act
shall take effect forty—five days after its enactment.

AN ACT to increase the interest rate on delinquent
one—half year taxes, by repealing and re-enacting
with amendments subsection (b) of Section 11—41 of
the Baltimore County Code, 1968, title "Finance and
Taxation", Article IV. Property Taxes and Tax Sales,
Division 2. Annual and Semi—annual Levy.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND, That subsection (b) of
Section 11—41 of the Baltimore County Code, 1968, title
"Finance and Taxation", Article IV. Property Taxes and
Tax Sales, Division 2. Annual and Semi—annual Levy, be
and it is hereby repealed and re—enacted with amendments,
to read as follows:

(b) Any person or persons, firm, association,
corporation or business entity receiving from the county
a tax bill for real or personal property dated, issued or
mailed on or at dates other than July 1 shall be entitled
to a discount of two per cent from the amount of such
bill if the net amount of such bill is paid to the county
within thirty days after the date of mailing or otherwise
distributing such tax bills. All such taxes which are
not paid within the initial thirty—day period may be paid
within thirty days after the expiration of such initial
thirty—day period without discount or interest. Upon all
such taxes remaining unpaid after [[April 1st or after]]
the second such thirty—day period, [[whichever is
later,]] interest at the rate of [one-half] TWO-THIRDS of
one percent per month FOR EACH MONTH OR FRACTION THEREOF
UNTIL PAID shall be charged and collected.
