of the board of appeals, as compensation, shall be paid
at the rate of [eighteen hundred] THREE THOUSAND dollars
per year, and shall receive also a per diem compensation
of [thirty] FIFTY dollars for each day he actually serves
as such.
SECTION 3. AND BE IT FURTHER ENACTED, that this Act
shall take effect [[July 1, 1973]] forty-five days after
its enactment.

AN ACT to authorize the Humane Society of Baltimore
County to pursue and take possession of any stray animals
EXCEPT HORSES which may wander upon private property in
Baltimore County, by adding new Section 13-27.1 to the
Baltimore County Code, 1968, title "Health and
Sanitation", Article III. Nuisances Generally.
WHEREAS, stray animals EXCEPT HORSES, either living
in a wild state or wandering about at large, and not
under anyone's control, are deemed to constitute a
nuisance, and
WHEREAS, in order to protect the public health and
general welfare of our citizens and to safeguard private
property from possible damage by stray animals EXCEPT
HORSES as well as to protect the animals themselves from
possible harm, we find it necessary to delegate control
of such animals to a society organized to prevent cruelty
to and to foster the protections of animals; Now,
therefore
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND, that new Section 13-27.1 be
and it is hereby added to the Baltimore County Code,
1968, title "Health and Sanitation", Article III.
Nuisances Generally; said new section to read as follows:
Sec. 13-27.1 Stray Animals EXCEPT HORSES on Private
Property
(a) The Humane Society of Baltimore County is
empowered to pursue and take into possession any stray
animal EXCEPT HORSES which has wandered upon private
property located in Baltimore County.
