BALTIMORE COUNTY
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
having been passed by the affirmative vote of five
members of the County Council, shall take effect on
January 1, 1974.

AN ACT to adopt the 1971 National Standard Plumbing Code
and the American Standard for Installation of Gas
Appliances and Gas Piping (NFPA No. 54-1969), to
create new licenses for On-site Utility Contractor,
Master Limited Plumber Gas Fitter and Water Pump
Contractor and to provide for a Code committee to
advise and assist the Administrative Authority, by
repealing Sections 23—1 and 23-2 of the Baltimore
County Code, 1968, and the title "Plumbing"
thereunder, and enacting in lieu thereof new
Sections 23-1 through 23-37 under new Title
"Plumbing and Gas Fitting"; and by repealing the
existing Baltimore County Plumbing and Gas Fitting
Code and enacting a new Plumbing and Gas Fitting
Code in lieu thereof.
SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND, that Sections 23-1 and 23-2
of the Baltimore County Code, 1968, title "Plumbing", and
the existing Baltimore County Plumbing and Gas Fitting
Code are hereby repealed and that new Sections 23—1
through 23-37, under new title "Plumbing and Gas
Fitting", and a new Baltimore County Plumbing and Gas
Fitting Code are hereby enacted in lieu thereof to read
as follows:
Article I
Purpose, Scope and Definitions
23—1 Purpose
The purpose of this Title is to provide practical
plumbing and gas fitting regulations to safeguard persons
and property from hazards arising from unsanitary and
unsafe plumbing and gas fitting conditions.
23—2 Scope
The provisions of this Title shall apply to and
govern plumbing and gas fitting as defined herein.
