posted in the town office through November 9, 1974, and
that a copy of the title of this Resolution shall be
published in a newspaper of general circulation in The
Town of New Windsor not less than four (4) times, at
weekly intervals, before November 9, 1974.

Section 3. AND BE IT FURTHER RESOLVED that at the
time the charter amendment hereby adopted shall become
effective, the Mayor shall cause the same to be
registered with the Secretary of State of Maryland and
with the Department of Legislative Reference, in
accordance with the provisions of Section 17(f) of
Article 23A of the Annotated Code of Maryland.

CERTIFICATE OF EFFECT

I HEREBY CERTIFY, in accordance with the terms and
conditions of Sections 13 and 17 of Article 23A of the
Annotated Code of Maryland (1957 edition, as amended),
that:

(1)     the attached Charter Amendment Resolution
amending the municipal Charter of The Town of New Windsor
by adding new Section 371A to the Charter of The Town of
New Windsor, being a part of the Code of Public Local
Laws of Carroll County (1965 edition), was unanimously
adopted, passed and approved by the Mayor and Council of
The Town of New Windsor at its regular meeting held on
October 1, 1974;

(2)    the Resolution was duly and properly posted
and published;

(3)    no petition for referendum relating to the
Resolution and meeting the requirements of the aforesaid
Section 13 was filed within the time permitted thereby;

(4)    copies of the Resolution and of this
Certificate shall be filed with both the Secretary of
State of Maryland and the Department of Legislative
Reference; and

(5)    the amendment to the Charter of The Town of
New Windsor enacted by this resolution became and is
hereby declared to have become effective November 20,
1974, and constitutes Charter Amendment 1974-1 thereto.
