A RESOLUTION of The Mayor and Council of The Town
of New Windsor adopted pursuant to the authority of
Article 11E of the Constitution of Maryland and Section
13 of Article 23A of the Annotated Code of Maryland (1957
Edition, as amended and replaced), title "Corporations -
Municipal", subtitle "Home Rule", to ratify and reenact a
Charter Amendment Resolution adopted by the Mayor and
Council of The Town of New Windsor at its regular meeting
held on August 13, 1974, thereby adding new Section 371A
to the Code of Public Local Laws of Carroll County (1965
Edition), specifically authorizing The Town of New
Windsor to borrow money for any public purpose and to
evidence such borrowing by the issue and sale of its
general obligation bonds, or bond anticipation notes, and
providing that such bonds or notes may be sold at private
sale in the discretion of the Mayor and Council, and
relating generally to the issue and sale of bonds or
notes for such purpose and the authority to regulate any
work, plant or system financed with proceeds of the sale
of such bonds or notes,

WHEREAS, the Mayor and Council of the Town of New
Windsor passed a Resolution at its regular meeting held
on August 13, 1974, to amend the municipal Charter by
adding new Section 371A to the Code of Public Local Laws
of Carroll County (1965 Edition); and

WHEREAS, Section 3 of the Resolution provided for
publication of the Title of the Resolution in a newspaper
of general circulation in The Town of New Windsor not
less than four (4) times, at weekly intervals, before
September 22, 1974; and

WHEREAS, due to the public holiday which fell on
September 2, 1974 (Labor Day), the Title of the
Resolution was published on Tuesday, August 20, 1974,
