MUNICIPAL CHARTERS

a new Section 27 as quoted below is substituted therefor.

27.   NOTICE OF REGISTRATION DAYS AND ELECTIONS.

THE BOARD OF SUPERVISORS OF ELECTIONS SHALL GIVE AT
LEAST TWO WEEKS' NOTICE OF EVERY REGISTRATION DAY WHEREBY
SPECIAL REGISTRATION OF VOTERS IS TO BE CONDUCTED DURING
EVENING HOURS AND OF EVERY ELECTION BY AN ADVERTISEMENT
PUBLISHED IN AT LEAST ONE NEWSPAPER OF GENERAL
CIRCULATION IN TEE TOWN OR BY POSTING NOTICE THEREOF IN
SOME PUBLIC PLACE OR PLACES IN THE TOWN ESTABLISHED AS A
PLACE FOR POSTING TOWN NOTICES TO CITIZENS OF THE TOWN.

Existing Section 28 is repealed in its entirety and
a new Section 28 as quoted below is substituted therefor.

28.   REGISTRATION.

THERE SHALL BE PROVISIONS FOR CONTINUING
REGISTRATION DURING NORMAL TOWN HALL BUSINESS HOURS OF
QUALIFIED PERSONS NOT REGISTERED TO VOTE. SUCH
REGISTRATION SHALL CEASE 30 DAYS PRIOR TO TOWN ELECTIONS
AND REFERENDUMS. IF NECESSARY FOR THE PERFORMANCE OF
REGISTRATION OR THE CONVENIENCE OF THE CITIZENS OF THE
TOWN, THE MAYOR MAY DESIGNATE ONE OR MORE DAYS, AT LEAST
THIRTY CALENDAR DAYS PRIOR TO ANY TOWN ELECTION OR
REFERENDUM, DURING WHICH TIME THE BOARD SHALL REGISTER
QUALIFIED VOTERS BETWEEN THE HOURS OF 6:00 P.M. TO 8:00
P.M. REGISTRATION SHALL BE PERMANENT, AND NO PERSON IS
ENTITLED TO VOTE IN TOWN ELECTION OR REFERENDUM UNLESS HE
IS REGISTERED. THE BOARD SHALL KEEP THE REGISTRATION
LISTS UP TO DATE BY STRIKING FROM THE LISTS PERSONS KNOWN
TO HAVE DIED OR TO HAVE MOVED OUT OF THE TOWN. THE BOARD
MAY RECOMMEND AND THE COUNCIL, BY ORDINANCE, SHALL ADOPT
AND ENFORCE ANY PROVISIONS NECESSARY TO ESTABLISH AND
MAINTAIN A SYSTEM OF PERMANENT REGISTRATION AND PROVIDE
FOR A REREGISTRATION WHEN NECESSARY.

29.   [Appeal] APPEAL FROM ACTION OF BOARD OF SUPERVISORS
OF ELECTIONS.

If any person shall feel aggrieved by the action of
the [Clerk-Treasurer] BOARD OF SUPERVISORS OF ELECTIONS
in refusing to register or in striking off the name of
any person, or by any other action, such person may
appeal to the Council. Any decision or action of the
Council upon such appeals may be appealed to the Circuit
Court for the County within thirty days of the decision
or action of the Council.

30.  NOMINATIONS.

Persons may be nominated for elective office in the
Town by filing a certificate of nomination [signed by
