five registered voters in the Town] AT THE OFFICE OF THE
BOARD OF SUPERVISORS OF ELECTIONS ON OR BEFORE THE SECOND
MONDAY IN APRIL NEXT PRECEDING THE TOWN ELECTION. [Such
certificate shall state the following: (1) The office for
which the candidate is seeking the nomination; (2) The
name of the candidate; (3) A statement that the signers
of the certificate are registered voters; (4) The signers
support of the nomination of the named candidate.] [The
certificate shall be filed with the Clerk at least thirty
calendar days prior to the election.] No person shall
file for nomination to more than one elective Town public
office or hold more than one elective Town public office
at any one time.

Existing Section 31 is repealed in its entirety and
a new Section 31 as quoted below is substituted therefor:

31. PRIMARY ELECTION; TIME OF HOLDING; CONDUCT OF
PRIMARY ELECTION.

A PRIMARY ELECTION SHALL BE HELD IN THE TOWN ON THE
FOURTH MONDAY IN APRIL IN EVERY ODD-NUMBERED YEAR, IF
ORDER TO SELECT CANDIDATES FOR THE GENERAL ELECTION ON THE
SECOND TUESDAY IN MAY. THE PRIMARY ELECTION SHALL BE
CONDUCTED GENERALLY AS SPECIFIED IN THIS CHARTER FOR THE
CONDUCT OF SPECIAL AND GENERAL ELECTIONS. CANDIDATES'
NAMES SHALL APPEAR IN ALPHABETICAL ORDER FOR THE OFFICE
SOUGHT, ON THE BALLOTS OR VOTING MACHINE LABELS, WITH NO
PARTY DESIGNATION OF ANY KIND. IF NOT BORE THAN SIX
PERSONS HAVE FILED AS CANDIDATES FOR THE OFFICE OF
COUNCILMAN, OF IF NOT MORE THAN THREE PERSONS HAVE FILED
FOR THE OFFICE OF MAYOR, NO PRIMARY ELECTION SHALL BE
HELD AS TO THAT OFFICE OR THOSE OFFICES. IN SUCH
INSTANCES THOSE NOMINATED FOR MAYOR OR THE NOMINEES FOP
COUNCILMEN SHALL BE CONSIDERED AS NOMINEES AND THEIR
NAMES SHALL BE PLACED ON THE BALLOT OR VOTING MACHINES AT
THE GENERAL ELECTION ON THE SECOND TUESDAY, IN MAY. OF
THE CANDIDATES PARTICIPATING IN THE PRIMARY ELECTION, THE
THREE PERSONS RECEIVING THE HIGHEST NUMBER OF VOTES CAST
FOR THE OFFICE OF MAYOR SHALL BE NAMED AND CONSIDERED AS
NOMINEES AT THE GENERAL MUNICIPAL ELECTION FOLLOWING, THE
SIX PERSONS RECEIVING THE HIGHEST NUMBER OF VOTES CAST
FOR THE OFFICE OF COUNCILMAN SHALL BE NAMED AND
CONSIDERED AS NOMINEES AT THE GENERAL MUNICIPAL ELECTION
FOLLOWING.

32. CONDUCT OF ELECTIONS.

It shall be the duty of the [Clerk-Treasurer] BOARD
OF SUPERVISORS OF ELECTIONS to provide for each special,
PRIMARY and general election a suitable place or places
for voting and suitable ballot boxes and ballots and/or
voting machines. The ballots and/or voting machines
shall show the name of each candidate nominated for
