MUNICIPAL CHARTERS
of The Town of Hampstead, Maryland that Section 43
"Qualifications" of the Code of Public Local Laws of
Carroll County, 1965 edition as amended, be amended by
repealing it and re—enacting it to read as indicated
below. All words to be added are capitalized.
43. Qualifications.
Councilmen shall have resided in the town for at
least one year immediately preceding their election,
SHALL BE AT LEAST TWENTY-FIVE YEARS OF AGE and shall be
qualified voters of the town.
Section 2. And be it further resolved that the
amendments proposed in this resolution shall become and
be considered a part of the Charter of The Town of
Hampstead according to the terms of the amendments, in
all respects to be effective and observed as such on the
fiftieth day after passage unless on or before the
fortieth day after passage, there shall be presented to
the Mayor and Council a proper petition for referendum as
permitted by law.
Section 3. And be it further resolved that the
Cleric—Treasurer of The Town of Hampstead be, and he is
hereby specifically directed to post a complete and exact
copy of this resolution at the town office for a period
of forty days following its adoption by the Mayor and
Council and to cause a fair summary of the proposed
amendments to be published in a newspaper of general
circulation in the town not less than four times, at
weekly intervals, within a period of at least forty days
after adoption of this resolution.
Section 4. And be it further resolved that as soon
as the charter amendments hereby proposed shall become
effective either as herein provided or following a
referendum, the Mayor shall send separately by registered
mail to the Secretary of State of the State of Maryland
and to the Department of Legislative Reference, the
following information concerning the charter amendments.
a. The complete text, as approved, of the
amendment.
b. The date of the referendum election, if any,
held with respect hereto.
c. The number of votes cast for and against the
question of this amendment whether by the Mayor and
