with amendments Section 62 "Voters," of the Code of
Public Local Laws of Carroll County, 1965 edition as
amended, said amendment to reduce the minimum age to
eighteen years and reduce the residency requirements to
thirty days in order to be qualified voters of the town.
Section 1. Be it resolved by the Mayor and Council
of The Town of Hampstead, Maryland, that Section 62
"Voters," of the Code of Public Local Laws of Carroll
County, 1965 edition as amended, be amended by repealing
and re—enacting it to read as indicated below. All words
to be added are underscored. All words to be deleted are
enclosed within single brackets.
62. Voters.
Every person who (1) is a citizen of the United
States, (2) is at least [twenty-one] EIGHTEEN years of
age, [has resided in the State of Maryland for at least
one year next preceding any town election] (3) has
resided within the corporate limits of the town for [six
months] THIRTY DAYS next preceding any town election and
(4) is registered in accordance with the provisions of
this charter, shall be a qualified voter of the town,
Every qualified voter of the town shall be entitled to
vote at any and all town elections.
Section 2. And be it further resolved that the
Amendments proposed in this resolution shall become and
be considered a part of the Charter of The Town of
Hampstead according to the terms of the amendments, in
all respects to be effective and observed as such on the
fiftieth (50th) day after passage unless on or before the
fortieth (40th) day after passage, there shall be
presented to the Mayor and Council a proper petition for
referendum as permitted by law.
Section 3. And be it further resolved that the
Cleric—Treasurer of The Town of Hampstead be, and he is
hereby specifically directed to post a complete and exact
copy of this resolution at the town office for a period
of forty days following its adoption by the Mayor and
Council and to cause a fair summary of the proposed
amendments to be published in a newspaper of general
circulation in the town not less than four times, at
weekly intervals, within a period of at least forty days
after the adoption of this resolution.
