Laws of Maryland), title "Dorchester County," subtitle
"Church Creek," be and they are hereby repealed and
re—enacted, with amendments, to read as follows:
129. The citizens of Church Creek, of the age of
[twenty—one] EIGHTEEN years and upwards, being citizens
of the United States, who have resided therein for the
space of six months next thereto preceding, shall elect
on the first Monday of April in every second year,
accounting from the year eighteen hundred and
sixty—seven, at the usual place of holding elections in
said town, five Commissioners for said town, who shall
have resided within the limits of the same for one year
next preceding the election.
134. All fines and forfeitures, under the
ordinances of the said corporation shall be recoverable
as small debts are recoverable [before any justice of the
peace].
136. The Commissioners shall have full power to
make all such by—laws, regulations and ordinances, not
inconsistent with the laws and constitution of this
State, as from time to time they may deem wise, equitable
and expedient for the comfort, health, convenience and
prosperity of the town and its inhabitants; for the
prevention or removal of nuisances, preservation of
health, and suppression of vice and immorality within the
limits of the town; and they shall have power to lay an
equal tax on the property within said limits, to such an
amount as may from time to time be deemed necessary to
accomplish the purposes aforesaid, which tax shall be
collected and paid to the President and Commissioners, by
the collector appointed by them, who shall enforce
collection of taxes on real property according to the
sub—title "Tax Sales," in Article 81 of the Annotated
Code, and who as to personal property shall have the same
power to distrain [therefore] THEREFOR as the collector
of the public county assessment; provided, said tax shall
not exceed eighty cents on the one hundred dollars of the
taxable property of said town, for any one year; and the
President and Commissioners shall fix the term of office,
amount of bond and compensation of such collector.
137. They shall have full power and authority,
annually, to appoint a bailiff, whose duty it shall be to
preserve the peace and good order of the town, and to
perform such other duties as may be assigned him by them;
and for this purpose he is vested with [the same] power
and authority [as constables now have under the laws of
this State] AS A PEACE OFFICER.
Sec. 2. AND BE IT FURTHER RESOLVED, That pursuant
