keeping of bawdy houses and houses of ill fame; [all
tramps and vagrants;] all disorder, disturbances,
annoyances, disorderly conduct AND obscenity. [public
profanity and drunkenness.]"
SECTION 10. BE IT FURTHER RESOLVED that former
Section 15 of the Charter be changed to Section 14, and
is hereby amended to read:
[(Voters.) Every person who (a) is a citizen
of the United States, (b) is at least twenty—one years of
age, (c) has resided in the State of Maryland for at
least one year next preceding any Town election, (d) has
resided within the corporate limits of the Town for at
least six months out of the year next preceding any Town
election, and (e) is registered in accordance with the
provisions of this charter, shall be a qualified voter of
the Town. Every qualified voter of the Town shall be
entitled to vote at any or all Town elections.]
"(VOTERS.) EVERY PERSON WHO IS A CITIZEN OF THE UNITED
STATES, WHO IS OR WILL BE EIGHTEEN YEARS OF AGE ON OR
BEFORE THE DAY OF ANY TOWN ELECTION, WHO IS A RESIDENT OF
THE STATE AND THE TOWN AS OF THE TIME FOR THE CLOSING OF
REGISTRATION NEXT PRECEDING THE ELECTION, AND WHO IS
REGISTERED IN ACCORDANCE WITH THE PROVISIONS OF THIS
CHARTER, SHALL BE A QUALIFIED VOTER OF THE TOWN AND SHALL
BE ENTITLED TO VOTE AT ANY OR ALL TOWN ELECTIONS."
SECTION 11. BE IT FURTHER RESOLVED that former
Section 16 of the Charter be changed to Section 15, and
is hereby amended to read:
"(Board of Supervisors of Elections.) There
shall be a Board of Supervisors of Elections, consisting
of three members who shall be appointed by the Town
[Commissioners] COUNCIL on or before the [third] FIRST
Saturday of April, [1963] 1975 and every [two] FOUR years
thereafter. The terms of members of the Board of
Supervisors of Elections shall begin on the [fourth]
FIRST Saturday of April in the year in which they are
appointed and shall run for [two] FOUR years. Members of
the Board of Supervisors of Elections shall be qualified
voters of the Town and shall not hold or be candidates
for any elective office during their term of office. The
board shall appoint one of its members as Chairman.
Vacancies on the board shall be filled by the Town
[Commissioners] COUNCIL for the remainder of the
unexpired term. The compensation of the members of the
board shall be determined by the [Commission] COUNCIL."
