MUNICIPAL CHARTERS

President, who shall preside at all their meetings, vote
on all questions before them, and remain in office until
superseded by the appointment of a new President.]
Special meetings shall be called by the [President] MAYOR
or a majority of the members of the [Commission] COUNCIL.
All meetings of the [Commission] COUNCIL shall be open to
the public, and the rules of the [[Commission]] COUNCIL
shall provide that residents of the Town shall have a
reasonable opportunity to be heard at any meeting in
regard to any municipal question."

SECTION 6. BE IT FURTHER RESOLVED that former
Section 10. (1) of the Charter be changed to Section 9
and the first paragraph entitled "(General Powers.)" will
be lettered "a", with the second paragraph of that
section entitled "(Specific Powers.)" to be lettered "b".
Thereafter, the headings from "(Advertising.)" to
"(Saving Clause.)" would be enumerated from 1 to 56.

SECTION 7. BE IT FURTHER RESOLVED that former
Section 10 (20) of the Charter be changed to Section 9
(18), and is hereby amended to read:

"(Dogs.) To regulate the keeping of dogs in
the Town and to provide [wherever the County does not
license or tax dogs] for the licensing and taxing of the
same; to provide for the disposition of homeless dogs and
dogs on which no license fee or taxes are paid."

SECTION 8. BE IT FURTHER RESOLVED that former
Section 10 (23) of the Charter be changed to Section 9
(21), and is hereby amended to read:

"(Filth.) To compel the occupant OR OWNER of
any premises, building or [outhouse] YARD situated in the
Town, when the same has become filthy or unwholesome, to
abate or cleanse the condition; and after reasonable
notice to the owners or occupants to authorise such work
to be done [(by the proper officers)] and to assess the
expense thereof against such property, making it
collectible by taxes or against the occupant or
occupants."

SECTION 9. BE IT FURTHER RESOLVED that former
Section 10 (48) of the Charter be changed to Section 9
(46), and is hereby amended to read:

"(Police Powers.) To prohibit, suppress, and
punish within the Town all vice, gambling, and games of
chance; prostitution and solicitation therefore and the
