EXECUTIVE ORDERS
Federal government and to make necessary orders to
carry out the provisions of the Act; and
WHEREAS, The Maryland Civil Defense and Emergency
Planning Agency was created and pursuant to Federal
law has cooperated with the Federal government in
preparing the Maryland Disaster Assistance Plan; and
WHEREAS, All State departments and separate agencies of
the State which have responsibilities in disaster
operations have reviewed and given concurrence to
the plan; and
WHEREAS, The Maryland Civil Defense Act of 1949, as
amended, calls for me as Governor to formally
approve the plan in order for it to take effect;
HOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
BY VIRTUE OF THE AUTHORITY VESTED IN ME BY ARTICLE
16A, SECTION 6 OF THE ANNOTATED CODE OF MARYLAND,
AND IN ACCORDANCE WITH ARTICLE 41, SECTION 15 CA OF
SAID CODE, HEREBY PROMULGATE THE FOLLOWING ORDER
EFFECTIVE IMMEDIATELY:
1. The Maryland Disaster Assistance Plan
developed by the Maryland Civil Defense and
Emergency Planning Agency, and attached hereto
as part of this Executive Order, is approved.
2. The Normal budgetary process and procedures
shall be utilized to fund the State's
obligation under the plan.

GRIEVANCE PROCEDURES - STATE EMPLOYEES
WHEREAS, The State of Maryland has long recognized the
importance of establishing, maintaining, and
improving the relationship between the State, as an
employer, and its employees, in order to be more
efficient and responsive to the needs of its
citizenry in the provision of essential public
services; and
WHEREAS, In pursuance of this goal, the Secretary of
Personnel has established and promulgated a
grievance procedure, known as Department of
