WHEREAS, I approved and signed Chapter 403 on April 30,
1974; and
WHEREAS, Chapter 403 provided further that:
"This Act shall not take effect until a similar Act
is passed by the Commonwealth of Virginia; that the
Commonwealth of Virginia is requested to concur in
this Act of the General Assembly of Maryland, by the
passage of a similar Act; and that thereupon the
Governor of the State of Maryland issue a
proclamation declaring this Act valid and
effective."; and
WHEREAS, The General Assembly of Virginia, pursuant to
Chapter 89 of the Acts of Assembly of 1974, amended
Title 28.1, Chapter 10, Article 2, Code of Virginia
(1950), by adding Section 28.1-229, authorizing the
Potomac River Fisheries Commission to regulate the
dredging of oysters with handscrapes in the Potomac
River; and
WHEREAS, The Honorable Mills E. Godwin, Jr., Governor
of Virginia, on July 16, 1974, proclaimed the
provisions of Chapter 89, codified in Section
28.1-229, Code of Virginia (1950), to be effective;
HOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
PURSUANT TO THE AUTHORITY VESTED IN ME BY THE
PROVISIONS OF CHAPTER 403 OF THE ACTS OF THE GENERAL
ASSEMBLY OF MARYLAND OF 1974, HEREBY PROCLAIM THE
PROVISIONS OF CHAPTER 403 OF THE ACTS OF THE GENERAL
ASSEMBLY OF MARYLAND OF 1974, AS CODIFIED IN SECTION
4-307 OF THE NATURAL RESOURCES ARTICLE (1974 VOLUME
AND 1974 SUPPLEMENT), TO BE VALID AND EFFECTIVE.
EXECUTIVE ORDER OF OCTOBER 24, 1974
MARYLAND DISASTER ASSISTANCE PLAN
WHEREAS, The Maryland Civil Defense Act of 1949, as
amended, authorized and directed the Governor to
create a Civil Defense and Emergency Planning
Agency; and
WHEREAS, Said Act further authorized the Governor to
prepare a comprehensive plan and program for the
civil defense of Maryland, to integrate such plan
and program with the Civil Defense plans of the
