be and it is hereby repealed and re—enacted, with
amendments, to read as follows:

Article 10

18-7.

(a) Every county employee engaged in the
construction or maintenance of county roads or bridges
shall be under the exclusive jurisdiction and control of
the County Roads Engineer, EXCEPT AS OTHERWISE PROVIDED
IN THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That new
Sections 18-7(c), (d) and (e) be and they are hereby
added to the Public Local Laws of Dorchester County being
Article 10 of the Code of Public Local Laws of Maryland
(1974 Edition, as amended) to read as follows:

                                Article 10

18-7.

(C)    EACH EMPLOYEE WHO HAS WORKED UNDER THE COUNTY
ROAD ENGINEER FOR AT LEAST ONE YEAR SHALL RECEIVE THE
SAME VACATION, WITH PAY, AT A TIME TO BE DESIGNATED BY
THE ENGINEER, AND SHALL BE ENTITLED ALSO TO THE SAME SICK
LEAVE, WITH PAY, IN EACH YEAR TO WHICH EMPLOYEES OF THE
STATE ROADS COMMISSION WITH THE SAME OR SIMILAR
CLASSIFICATION ARE ENTITLED.

(D)    EVERY EMPLOYEE WHO REPORTS PROMPTLY FOR WORK
AT THE STATE ROADS BARNS DESIGNATED BY THE COUNTY ROAD
ENGINEER SHALL RECEIVE AT LEAST ONE-HALF DAY'S WAGES EVEN
THOUGH HE DOES NO WORK ON THAT DAY BECAUSE OF INCLEMENT
WEATHER.

(E)    ANY EMPLOYEE WHO HAS ANY COMPLAINT OR
GRIEVANCE CONCERNING THE TERMS, CONDITIONS, OR PROCEDURES
OF HIS EMPLOYMENT MAY TAKE THE COMPLAINT TO THE COUNTY
ROAD ENGINEER. THE COUNTY ROAD ENGINEER SHALL CONSIDER
AND ANSWER PROMPTLY THE COMPLAINT, EITHER GRANTING OR NOT
GRANTING, IN WHOLE OR IN PART, THE REMEDY SOUGHT. THE
COUNTY ROAD ENGINEER SHALL KEEP THE COUNTY ROADS BOARD
INFORMED GENERALLY CONCERNING ALL COMPLAINTS AND THEIR
ANSWERS. IP THE COMPLAINING EMPLOYEE IS DISSATISFIED
WITH THE DECISION OF THE COUNTY ROAD ENGINEER, IN WHOLE
OR IN PART, HE MAY APPEAL THE MATTER TO THE SECRETARY OF
PERSONNEL AND MAY AVAIL HIMSELF OF ALL THE PROCEDURES
AND APPEALS PROVIDED GENERALLY FOR STATE EMPLOYEES UNDER
OR PURSUANT TO ARTICLE 64A OF THE ANNOTATED CODE OF
MARYLAND, TITLE "MERIT SYSTEM." THE SECRETARY OF
PERSONNEL SHALL NOTIFY THE COUNTY ROAD ENGINEER OF THE
