VETOES
This bill provides for the issuance in Anne Arundel
County of a beer, wine and liquor license which
authorizes the holder to keep for sale and sell beer,
wine and liquor at any establishment within the county
for consumption on the premises only. It appears that
this bill could enable the holder of this type of license
to transfer his license from establishment to
establishment without the normal licensing procedures
which are well defined and established.
The language of Article 2B of the Annotated Code of
Maryland relating to alcoholic beverages provides
consistently that licenses for the sale of alcoholic
beverages be issued to "a place therein described". It
appears that this bill would negate the provision for
issuance of licenses for specific locations and would be
totally inconsistent with the declaration of Maryland
policy relating to the sale of alcoholic beverages within
this State; said well established policy being found in
Article 2B, Section 1 of the Annotated Code of Maryland.
For this reason I have decided to veto House Bill
1517.
