AN ACT concerning

Baltimore County — Alcoholic Beverage License
Applications

FOR the purpose of providing that in Baltimore County
certain citizens of the county must sign a certain
certificate relating to an application for an
alcoholic beverage application.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
978.

This bill provides that an application for an
alcoholic beverage license in Baltimore County must be
signed by a certain number of persons who reside in a
certain area of the County.

The Attorney General has advised me that the title
of House Bill 978 is defective and therefore in
contravention of Article III, Section 29 of the Maryland
Constitution. A copy of the Opinion of the Attorney
General is attached and should be considered a part of
this veto message.
