AN ACT concerning

Carroll County — Tax Credit

FOR the purpose of changing the requirements in Carroll
County with respect to the mandatory real property
tax credit for elderly persons; and clarifying
language.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
891.

This bill changes certain requirements with respect
to the real property tax credit for the elderly in
Carroll County by amending Section 12F(c) of Article 81
of the Annotated Code.

Senate Bill 1 (First Extraordinary Session), which I
signed into law today, repealed Section 12F, and
substituted a new, comprehensive system of property tax
credits for those previously authorized on a local basis.
This bill is inconsistent with Senate Bill 1 and could
create serious problems of statutory construction, if
signed.

For this reason, I have vetoed House Bill 891.
