AN ACT concerning

Maryland Environmental Policy Act

FOR the purpose of exempting from the definition of
"proposed state action" under the Maryland
Environmental Policy Act the rehabilitation and
maintenance of [[rural]] secondary roads.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
455.

This bill exempts the rehabilitation and maintenance
of secondary roads from the definition of "proposed state
action" under the Maryland Environmental Policy Act.

Senate Bill 414, which was enacted by the General
Assembly and signed by me on April 8, 1975, accomplishes
the same purpose as House Bill 455.

Therefore, it is unnecessary for me to sign House
Bill 455.
