A House Joint Resolution concerning
Automobile Litter Bags
FOR the purpose of requesting the Motor Vehicle
Administration to consider dispensing a litter bag
with every set of license tags and [[requiring]]
encouraging motorists to equip their cars with
litter bags.
One of the most serious problems affecting the State
of Maryland is the profusion of litter lining our
roadways. Every casual drive through the beautiful
Maryland countryside bears mute evidence of the casual
disregard that some Maryland citizens have for the beauty
of our State.
There are some chronic litterers who are beyond help
from civil bodies and must be punished by the criminal
law. However, there is another larger group of litterers
who litter, not out of malice, but out of neglect and
necessity. They often find themselves confronted with
litter and other substances while they are driving their
car, and not having the facilities in the vehicle, toss
the article out on the roadway.
If the Motor Vehicle Administration dispensed litter
bags with the license tags and [[required]] encouraged
their use, the habits of this type of litterer could be
corrected; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Motor Vehicle Administration be requested to consider
dispensing litter bags with license tags and to
[[require]] encourage the use of litter bags; and be it
further
