A House Joint Resolution concerning
Mental Retardation Administration
(State Department of Health and Mental Hygiene)
FOR the purpose of requesting the Mental Retardation
Administration to take steps to secure accreditation
for the treatment of mentally retarded persons.
WHEREAS, Inadequacies in programs serving Maryland's
retarded citizens have been thoroughly documented; and
WHEREAS, The failure to meet even minimal standards
for the care and treatment of mentally retarded people is
intolerable; and
WHEREAS, There are no standards which programs
operated or regulated by the Mental Retardation
Administration of the Maryland Department of Health and
Mental Hygiene are required to meet; and
WHEREAS, Generally accepted standards have been
developed [[by the Joint Commission on the Accreditation
of Hospitals]]; and
WHEREAS, It is the sense of the Maryland General
Assembly that programs operated or regulated by the
Mental Retardation Administration of the Maryland
Department of Health and Mental Hygiene should meet
generally accepted minimal standards; now, therefore, be
it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Department of Health and Mental Hygiene and each of
the programs regulated by the Mental Retardation
Administration are requested to take steps to secure
accreditation of their programs for the mentally retarded
under generally accepted standards[[, such as the
standards promulgated by the Joint Commission on
