the existence of diploma school education and would also
aggravate present financial problems associated with the
educational preparation of student nurses; and

WHEREAS, The Commission is empowered (Section 568H,
Article 43) "to keep itself informed as to whether the
financial resources of each institution are sufficient to
meet its financial requirements and to concern itself
with solutions when resources are inadequate"; and

WHEREAS, This trend of the Commission fails to meet
this statutory directive; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body requests the Governor of the State of Maryland
to appoint a Commission to examine the sources of
registered nurses in Maryland, the cost of their
education, all other relevant aspects of the diploma
school of nursing education system and report to the
Governor, the Commission, and the General Assembly
recommendations concerning what educational resources for
Registered Nurses exist and what portion of this
educational process ought to be financed from the patient
revenues of affected institutions; and, be it further

RESOLVED, That copies of this Resolution be sent to
the Governor.

Financial Losses of Hospital Emergency Departments

FOR the purpose of requesting the Health Services Cost
Review Commission to take all steps necessary to
solve the problem of financial losses of hospital
emergency departments, and to make a certain report.

WHEREAS, Hospital emergency departments and
outpatient clinics have replaced family practitioners of
medicine as the primary sources of emergency care in many
communities of the State of Maryland; and

WHEREAS, More than 567,600 residents of the State
visit hospital emergency departments and clinics for care
