each year; and
WHEREAS, A considerable number of these patients
cannot or do not pay for these services; and
WHEREAS, The cost of maintaining staff, supplies and
equipment of emergency departments at full readiness to
serve patients around the clock every day of the year has
risen in close ratio to patients' demand for service; and
WHEREAS, Hospital emergency rooms and clinics
generate and experience persistent losses each year; and
WHEREAS, The Health Services Cost Review Commission
is required to complete data showing the "appropriate
expenses incurred by rendering services to patients who
cannot or do not pay" (Section 568V(1) Article 43) and
must also permit any hospital to charge reasonable rates
which will permit the institution to render effective and
efficient service in the public interest on a solvent
basis" (Section 563V (2), Article 43); and
WHEREAS, Failure of the Commission to address itself
to these financial losses of hospitals generated by the
operation of emergency departments and clinics the
solvency that the law assures; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body urges the Commission to take all steps
necessary to solve this problem and to report on the
solutions adopted to the General Assembly at its 1976
Session; and be it further
RESOLVED, That copies of this Resolution be sent to
the Health Services Cost Review Commission.
