exploitation, and educational deprivation; and]]

WHEREAS, Black unemployment in general and youth
unemployment in particular have been at disastrous
Depression—levels since the Great Depression of 1933; and

WHEREAS, A crash program must be undertaken to
reduce black youth unemployment (which is directly
related to youth crime) and to help black youth enter the
mainstream of American life; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor be requested to appoint a Task Force to
study the means to authorize appropriations to reduce
black youth unemployment and to implement as soon as
possible employment programs to reduce the rate of
unemployment from 42% to a level equal to that of the
general population; and be it further

RESOLVED, That copies of this Resolution be sent to
the Governor.

A House Joint Resolution concerning

State Purchasing Meat and Bread for State Institutions

FOR the purpose of requesting the General Assembly of
Maryland to urge the Maryland Department of General
Services to cooperate with the Maryland Department
of Agriculture in finding ways for the meat and
bread industry in Maryland to supply Maryland
Institutions with their meat requirements.

WHEREAS, The Maryland Heat and Bread Producers are
in dire financial straits and could benefit from
broadened market opportunities; and

WHEREAS, The Maryland specifications for the
procurement of meat and bread should be written so as to
allow the many small packing houses in Maryland to bid;
and

WHEREAS, This will reduce transportation to and from
market, thus reducing the cost and conserving energy; and
