A House Joint Resolution concerning

Black Youth Unemployment

FOR the purpose of requesting the Governor to appoint a
Task Force to study black youth unemployment and to
implement the results of such a study to reduce
black youth unemployment.

WHEREAS, The unemployment rate among black youth
(16-19 years old) is 42% and is expected soon to be
higher; and

WHEREAS, The delinquency, alienation, crime, and
various addictive rates are the highest among this age
group; and

[[WHEREAS, The high unemployment rate is social
dynamite in concentrated urban areas and a potential
disaster for human and social relations; and]]

WHEREAS, Black youth are bearing the brunt of both
inflationary pressures and high unemployment; and

WHEREAS, The inner city where most black youth live
in deteriorating conditions and which is becoming an
urban wasteland; and

WHEREAS, Black youth are the last (if) hired and
first fired; and

WHEREAS, Black youth are heavily concentrated in the
blue collar, unskilled, and semi—skilled occupations
which are the first to bear the brunt of lay-offs and
declining economic conditions; and
