JOINT RESOLUTIONS

FOR the purpose of requesting the appointment of a
special joint legislative committee by the
Legislative Council to review a report on the change
of administration of the income maintenance function
in the Social Services Administration of the
Department of Employment and Social Services and
requesting the committee to submit recommendations
for changes in administration of income maintenance
to the 1976 General Assembly.

WHEREAS, In the report of the fiscal committee
chairmen on the 1975 budget, with respect to the budget
of the Social Services Administration, it was noted that
administration of the income maintenance function had
been temporarily reassigned to the office of the
Secretary of the Department of Employment and Social
Services and the chairmen expressed concern that a
permanent separation of income maintenance from other
social services programs had implications which required
legislative examination; and

WHEREAS, The fiscal committee chairmen requested the
Department of Employment and Social Services to prepare a
report on the desirability and feasibility of separate
administration of income maintenance for legislative
review (hiring the 1974 Interim; and

WHEREAS, The Legislative Council assigned the
subject to the Senate Finance Committee as Item 7-16 on
the 1974 Agenda with the request that the Committee
receive and analyze the Department's report; and

WHEREAS, The Senate Finance Committee subsequently
received the Departmental report, referred it to the
staff for review, and received an analysis from the staff
of the Departments report; and

WHEREAS, The Finance Committee in its 1974 Report
concluded that the Departmental report raised questions
with respect to administration of income maintenance
which required detailed review by a special committee of
the General Assembly; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Legislative Council is requested during the 1975
Interim to appoint a special joint legislative committee
of members of the Senate and House of Delegates to make a
detailed study of the proposals in the report of the
Department of Employment and Social Services for separate
administration of the income maintenance function; and be
it further
