possible organizational, administrative, and expert
assistance to carry out their responsibilities; and

WHEREAS, The level of retirement benefits, including
auxiliary benefits, varies among the systems, and
legislation with respect to them has been presented on a
piecemeal basis, creating a need for overall review of
the level of benefits and relationship of the systems to
each other; and

WHEREAS, The level of benefits in Maryland should be
compared with that of other states; and

WHEREAS, The United States Congress is studying the
retirement systems of the states to determine the need
for regulation of those systems and every effort should
be made to avoid such regulation of the systems of this
State; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the General Assembly is requested to provide [[a sum not
to exceed $100,000 in the 1976 Fiscal Year Budget
appropriated to the Department of Fiscal Services for the
purposes of the study; and be it further]] sufficient
funds in the 1976 fiscal year Legislative budget to
enable the Pension Study Committee to engage the services
of a qualified independent firm to assist in the study;
and be it further

RESOLVED, That the study shall be conducted daring
the 1975 interim by a Pension Study Committee consisting
of ten members; the Chairman of the Committee shall be
the Chairman of the Senate Finance Committee, the Vice
Chairman shall be the Chairman of the House
Appropriations Committee, three members shall be members
of the Finance Committee, three shall be members of the
Appropriations Committee, and two shall be members
appointed by the Governor; and be it further

RESOLVED, That the [[Senate Finance Committee]]
Pension Study Committee is requested to submit its
findings and recommendations to the Governor and the 1976
General Assembly; and be it further

RESOLVED, That copies of this Resolution are sent to
the Governor of Maryland; the Secretary of Budget and
Fiscal Planning; the Secretary of Personnel; the
President and Speaker of the General Assembly; and Dr.
Carl N. Everstine, Secretary of the Legislative Council.
