A Senate Joint Resolution concerning
Maryland's Public Community Colleges
FOR the purpose of requesting that the Maryland Council
for Higher Education study the relationship of the
community colleges to the total State system of
higher education regarding funding, construction
programs and educational standards.
WHEREAS, The funding of community colleges in most
counties is fixed at a maximum State contribution of $700
per student regardless of the cost or the nature of the
program offerings; and
WHEREAS, Funds are not provided to the other
segments of higher education on the same basis; and
WHEREAS, The relationship of the public community
colleges to the other segments of public higher education
needs reexamination also with respect to construction and
educational standards; and
WHEREAS, The Maryland Council for Higher Education
is the agency which has the responsibility to inform and
make recommendations to the General Assembly regarding
such inter—segmental relationships; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Maryland Council for Higher Education be requested to
study the relationship of the public community colleges
to the total State system of higher education regarding
funding, construction and educational standards, and that
the Council consult with and consider the views of the
State Board of Community Colleges and report their
findings and recommendations to the General Assembly
before the 1976 Legislative Session; and be it further
RESOLVED, That copies of this Resolution be sent to
the Maryland Council for Higher Education.
