repairing buildings of the Commission, or other
improvements and facilities of the Commission, not
including personal property, damaged or destroyed by fire
and other contingencies. [Such] THE Fund shall be
administered by the Commission [which shall have the
authority to invest] AND INVESTED in Federal, State or
County bonds and any interest paying institution whose
deposits are regulated by the Federal Government[;
provided, said] IF THE institution [shall provide]
PROVIDES collateral securities securing [such] THEIR
deposits. The Commission is directed, however, to carry
insurance on any building having an insurable value to
the extent that [such] THE value exceeds the amount of
Self—insurance Fund.

[12.] 2-112.

(a)    The Commission shall put into effect [the] A
merit system adopted pursuant to this section. In it
shall be included all the full time employees of the
Commission, except the Commissioners, the Executive
Director, the Secretary—Treasurer, the General Counsel,
the Director of Planning, the Director of Parks and the
Director of Public Relations.

(b)    For the purpose of making and adopting the
rules and regulations necessary to carry out the
provisions of this section, there is created the Merit
System Board of The Maryland—National Capital Park and
Planning Commission. The Board [shall consist] CONSISTS
of three members to be appointed by the Commission, all
of whom shall be residents of the Maryland—Washington
Regional District, [and] NO more than two members MAY BE
from any one county [; except, that nothing]. NOTHING
contained [herein] IN THIS SECTION shall [be deemed to]
require that appointments be made for the purpose of
rotating majority membership on the board between
residents of those portions of Montgomery County and
Prince George's County lying within the district.
Members of the board appointed prior to July 1, 1973,
shall continue to serve the unexpired portion of their
three year terms. Effective July 1, 1973, members of the
board shall be appointed for a term of four years.
Vacancies of the board shall be filled in the same manner
as for the making of original appointments. One member
of the board shall be named by the commission as chairman
and [shall] serve [as chairman] at the pleasure of the
commission. All members of the board shall continue to
serve until their successor is duly appointed. All
appointees shall be knowledgeable and experienced in
personnel matters. No appointee [shall] MAY be a park
and planning commission member or official of the park
and planning commission staff at the time of appointment
to the merit board. Board members may be [appointed]
