(F) BORROW MONIES AND ISSUE BONDS TO FURTHER THE
ACTIVITIES PERMITTED IN THIS CHAPTER.
28A-3.
MONTGOMERY COUNTY MAY NOT TAKE LAND OR PROPERTY,
INCLUDING GOODWILL, PURSUANT TO THIS CHAPTER THROUGH THE
EXERCISE OF THE POWER OF EMINENT DOMAIN UNLESS JUST
COMPENSATION WHICH MAY INCLUDE THE REASONABLE COST OF
RELOCATION, AS AGREED UPON BETWEEN THE PARTIES OR AWARDED
BY JURY, IS FIRST PAID OR TENDERED TO THE PARTY ENTITLED
TO THE COMPENSATION.
28A-4.
MONTGOMERY COUNTY HAS ANY AND ALL ADDITIONAL POWER
AND AUTHORITY NECESSARY OR PROPER TO IMPLEMENT THE
SPECIFIC POWERS GRANTED IN THIS CHAPTER. THIS ADDITIONAL
POWER OR AUTHORITY MAY NOT BE INCONSISTENT WITH THE TERMS
AND PROVISIONS OF THIS CHAPTER OR OF THE CONSTITUTION OF
MARYLAND.
28A-5.
EXISTING POWERS OF MONTGOMERY COUNTY ARE NOT LIMITED
BY THIS CHAPTER.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect contingent upon the adoption of [[an
amendment to Article XI]] Article XI—I of the
Constitution of Maryland as enacted by Chapter __ of the
Acts of 1975 (S. B. ___ or H. B. ___); and if the
proposed Constitutional Amendment is rejected by the
qualified voters of Maryland, then this Act shall be null
and void without the necessity of further action by the
General Assembly.
SECTION 3. AND BE IT FURTHER ENACTED, [[That
subject to the contingency of Section 2 above, this Act
shall take effect January 1, 1977.]] That before this Act
becomes effective it shall first be submitted to a
referendum of the legally qualified voters of Montgomery
County at the general election to be held in November of
1976. The County Council and the Board of Supervisors
of Elections of Montgomery County shall do those things
necessary and proper to provide for and hold the
referendum here required. There shall be printed on the
ballots or ballot labels to be used at this election the
title of this Act and underneath the title, on separate
lines, a square or box to the right of and opposite the
words: "For Land Development and Redevelopment" and a
corresponding square or box to the right of and opposite
