County, within the areas outlined in the county plan to
receive community sewerage system within ten years, any
new subdivisions approved after June 1, 1972, must have a
county approved sewerage collection system as a
prerequisite for the issuance of building and zoning
permits. IN MONTGOMERY AND PRINCE GEORGE'S COUNTIES THE
COMPREHENSIVE WATER AND SEWERAGE PLAN MAY PERMIT
INDIVIDUAL SEWERAGE SYSTEMS TO BE INSTALLED AND USED
DURING AN INTERIM PERIOD, PENDING THE AVAILABILITY OF
SEWERAGE TRANSMISSION AND TREATMENT CAPACITY NECESSARY TO
PROVIDE ADEQUATE COMMUNITY SEWERAGE SERVICE, FOR
PROPERTIES WHICH OTHERWISE WOULD BE IN AN AREA WHERE
COMMUNITY SEWERAGE SYSTEMS ARE REQUIRED BUT WHERE ACCESS
TO SUCH COMMUNITY SYSTEMS IS PROHIBITED BY AN ORDER OF
THE DEPARTMENT, MONTGOMERY COUNTY. PRINCE GEORGE'S
COUNTY, OR THE WASHINGTON SUBURBAN SANITARY COMMISSION.
(VIII) individual sewerage systems may be installed
and used for an indefinite period. In Harford County,
within the areas outlined in the county plan to receive
community sewerage system within ten years, any new
subdivisions approved after June 1, 1972, must have a
county approved sewerage collection system as a
prerequisite for the issuance of building and zoning
permits.
(IX) Community solid waste disposal systems must be
provided.
(X) Community solid waste acceptance facilities must
be provided for use by the residents of the community
pending the installation of a programmed collection and
transportation system.
4. In addition, every county plan shall-—
(i) Provide for the orderly expansion and extension
of community and multiuse water supply systems, community
and multiuse sewerage systems and solid waste disposal
systems in a manner consistent with all applicable county
and local comprehensive land use plans and sizing and
staging of facilities construction shall be consistent
with these plans. The plan shall demonstrate this
through the use of graphic and tabular information.
(ii) Provide for adequate sewage treatment
facilities which will prevent the discharge of untreated
or inadequately treated sewage or other waste of a liquid
nature into any waters, or otherwise provide for the safe
and sanitary treatment of sewage and other liquid waste;
(iii) Provide for adequate facilities for the
treatment, recovery or disposal of solid wastes in a
