SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 212(c) be and it is hereby added to the Public
Local Laws of St. Mary's County being Article 19 of the
Code of Public Local Laws of Maryland (1965 Edition and
1974 Supplement, as amended) to read as follows:

Article 19

212.

(C) OFFICERS. THE YOUTH COMMISSION SHALL ELECT ITS
OWN CHAIRMAN ANNUALLY FROM AMONG THE APPOINTED MEMBERS.
OTHER OFFICERS MAY BE ELECTED IN A MANNER PRESCRIBED IN
THE BYLAWS.

SECTION 3. AND BE IT FURTHER ENACTED, That Sections
212(b) and (d) , 214 and 214A(5) of the Public Local Laws
of St. Mary's County being Article 19 of the Code of
Public Local Laws of Maryland (1965 Edition and 1974
Supplement, as amended) be and they are hereby repealed
and re—enacted, with amendments, to read as follows:

Article 19

212.

(b) The membership shall consist of [the designated
members as set out in subsection (c) herein and such
other members as the designated members may appoint. The
Youth Commission shall elect its own Chairman] 13
PERSONS, SEVEN OF WHOM WILL BE APPOINTED BY THE COUNTY
COMMISSIONERS FOR A TERM OF THREE YEARS. OF THE SEVEN
FIRST APPOINTED, TWO SHALL SERVE FOR A TERM OF ONE YEAR,
TWO SHALL SERVE FOR A TERM OF TWO YEARS, AND THREE SHALL
SERVE FOR A TERM OF THREE YEARS. THE OTHER SIX WILL BE
YOUTH REPRESENTATIVES ELECTED OR APPOINTED IN A MANNER
PRESCRIBED IN THE BYLAWS.

(d) [The persons selected by the designated
Commission members shall be appointed for a period of
three years and shall not be subject to appointment for
more than two terms without a lapse of one year at the
end of the second term.] The members of the YOUTH
Commission shall serve without pay, but may be
compensated for any unusual expenses incurred as a result
of their membership. [Those originally appointed shall
serve terms as follows: two for one year, two for two
years, one for three years. Thereafter all terms shall
be for three years.]
