The Youth Commission SHALL ADVISE AND ASSIST IN THE
COORDINATION OF GOVERNMENTAL PROGRAMS INSOFAR AS THEY
RELATE TO THE WELFARE OF YOUTH IN THE COUNTY; SHALL FROM
TIME TO TIME DEVELOP AND IMPLEMENT PROGRAMS FOR YOUTH AS
AUTHORIZED BY THE COUNTY COMMISSIONERS; AND SHALL [shall
be an independent advisory board and shall study,
comment, and] make recommendations to the County
Commissioner and other County agencies on all phases of
youth activities.

The Youth Commission shall have the following powers
and duties:

(5) To develop and put into effect local
programs [of juvenile deliquency prevention].

SECTION 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
