Council with the reasons for his disapproval or
reductions stated in writing. Budget item refers to
[[itemts]] items within the funds described herein or the
planning work program. The Montgomery County Council
may, be affirmative vote of four of its members, and the
Prince George's County Council may, by affirmative vote
of six of its members, reapprove or restore any items
over the disapproval of the respective County Executive
within [ten] 30 calendar days.

(6)        [[Budge]] Budget Amendments.

Following the adoption of the [[budges]] budget by
the respective County Councils, [such] THE budgets may be
amended by resolution by the respective County Councils
on their initiative or at the request of the Commission
after receipt of recommendations from the respective
County Executive, and after public hearing upon
reasonable notice to the public. With respect to budget
items applicable to both counties, no amendment shall be
affective unless it has received the concurrence of both
County Councils.                                 

(7)    Limitations on Expenditures.

No expenditure of funds shall be made or authorized
by the Commission in excess of the available unencumbered
approved budget amounts plus ten percent thereof
[thereof] for each park and recreation project and for
each administrative or operating department or function
of the Commission, and for each planning project
contained in the planning work programs for each county,
unless approved by either or both County Councils, as the
case may require, after receipt of recommendations from
either or both County Executives.

(d) Procedure.

The Montgomery County Council is and the Board of
County Commissioners are authorized and directed to fix
the amount of the administrative tax authorized in this
section on or before [the twentieth day of the month
immediately prior to the month in which the Commission's
fiscal year begins.] JUNE 30 EACH YEAR. Prior to October
1st of each [calendar] year, the Commission shall submit
to the [County Council and County Executive of Montgomery
County and the Board of County Commissioners of Prince
George's County] COUNTY COUNCILS AND COUNTY EXECUTIVES OF
MONTGOMERY AND PRINCE GEORGE'S COUNTIES its preliminary
budget estimates for the forthcoming fiscal year along
