In Montgomery County, the County [[Executivve]]
Executive shall transmit the proposed budget to the
County Council together with his recommendations thereon
on or before [February 15, 1973 and on or before
[[Februry]] February] MARCH 1 of each [succeeding fiscal]
year. In Prince George's County, the County Executive
shall transmit the proposed budget to the County Council
together with his recommendations thereon [on or before
April 1, 1973 and] on or before April 1 of each
[succeeding fiscal] year.
(4) The Role of the County Councils.
Each County Council shall, upon public notice, hold
a public hearing on the proposed budget of the Commission
[[commending]] commencing not earlier than [twenty—one]
21 days following receipt [thereof] from the County
Executive. Thereafter, [on or before May 1, 1973 and] on
or before May [1] 15 of each [succeeding] year in
Montgomery County and [on or before [[MFay]] May 10, 1973
and] on or before May 10 of each [succeeding fiscal] year
in Prince George's County each County Council shall
approve that portion of budget allocated to its county,
which may be altered as hereinafter provided, and shall
establish tax levies in such amounts as each County
Council shall determine to be necessary to finance that
portion of the budget allocated to its county, subject to
the requirements and limitations of Sections [70—62,
70-63,70-64, 70-66, 70-72 and 70-10] 85-51, 85-52, 85-53,
85-55, 85-61 AND [[85-93]]85-63 of [this] [[the
Montgomery County]] THE MONTGOMERY COUNTY Code [[ [1965]
]] 1972, as amended, and sections 59-56, 59-57, 59-58,
59-60, 59-66 and 59—95 of the Public Local Laws of Prince
George's County (1963 Edition, as amended). Each County
Council may add to, delete from, increase or decrease,
any part of the portion of the budget allocated solely to
its county. Budget items allocable to both counties
shall be concurred in by both County Councils. With
respect to such budget items, the County Councils are
authorized to concur in additions to, deletions from,
increases to, or decreases from, such items. Failure of
the Councils to concur in any such item by June 15 shall
[[contitute]] constitute approval of the items as
submitted by the Commission.
(5) [[Budge]] Budget Veto.
Each County Council, upon approval of the budget,
shall deliver it within three calendar days to the
respective County Executive who, within ten days
[thereafter], thereafter may disapprove or reduce any
item contained in it [contained in it]. If the county
Executive disapproves, reduces or modifies any item in
the budget, he shall return it to the respective County
