be published in one or sore newspapers of [said] THE
county for two consecutive weeks, designating the date
upon which [said] THE county council shall meet for the
purpose of hearing objections to [said] THE additional
special levy. [; and upon] ON the date fixed for [such]
THE hearing, [said] THE council shall hear the advocates
and opponents of [such] THE additional special levy and
thereafter determine the amount if any, of [such]
WHATEVER special levy for [said] THE villages. [; but in
no case shall such] THE additional special levy MAY NOT
be greater than [thirty] 30 cents on each [one hundred
dollars] $100 of the assessable value of real and
personal property [, as aforesaid,] in any one year.

On the second Monday in May in the year 1923, and on
the same date in every second year thereafter, an
election shall be held in the [said] villages for the
election of seven members, each of whom shall be a
registered and qualified voter of Montgomery County
residing in [said] THE villages, to be and constitute
the "Friendship Heights [citizens' Committee"] VILLAGE
COUNCIL" for the next succeeding two years, and until
their successors duly qualify, each of whom shall qualify
on or before the fourth Monday in May thereafter by
taking an oath, before an officer of the law duly
commissioned to administer same, to diligently and
faithfully discharge the duties of the office. In case
any such person so elected as [committeeman] VILLAGE
COUNCILMAN[, shall fail] FAILS to qualify within the time
hereinbefore mentioned, or in case of any vacancy through
death, resignation or otherwise, the [said] county
council shall fill [such] THE [[cavancy]] vacancy by the
appointment of a registered and qualified voter of
Montgomery County residing in [said] THE villages, who
shall hold office for [such] THE term or unexpired term.
The election of [said committeemen] THE VILLAGE
COUNCILMEN[, as herein provided,], as herein provided,
shall be held under and in accordance with the laws of
the State of Maryland, but the returns thereof shall be
made to the county council of Montgomery County. [; all]
ALL registered and qualified voters of Montgomery County
residing in the [said] villages [shall be] ARE eligible
to vote at [such] THE elections[; but such] ;THE election
shall be conducted by at least four judges of
[[elextion]] election and at least four clerks, and
[such] WHATEVER assistant judges and clerks as may be
necessary, to be appointed by [said committee] THE
VILLAGE COUNCIL, [[WHO]] who [[SHALL SERVE WITH
APPROPRIATE COMPENSATION]] shall serve with appropriate
compensation.[, and the] THE polls of [said] THE election
shall be open from seven [o'clock] A.M. to eight
